More than 130,000 public publications have already been created in Russia

The Ministry of Digital Development of the Russian Federation, together with ANO “Dialogue Regions”, VK company and the leadership of Russian regions, discussed the interim results of the implementation of the law on state publics. It entered into force on December 1, 2022.

At the meeting, tasks for the development of state communications infrastructure for 2023 were outlined. In particular, we discussed plans to improve the quality of content and user engagement in official communities. The Ministry of Digital Development of the Russian Federation has presented a rating of Russian regions on the implementation of the law. The top 10 includes the Perm Territory, the Yamalo-Nenets Autonomous Okrug, the Kursk, Ulyanovsk, Kurgan, Novgorod, Kaluga, Belgorod and Tyumen regions and the Khanty-Mansi Autonomous Okrug.

“This year we launched the process of creating the infrastructure of state publics. At the moment, more than 130 thousand pages of departments and subordinate institutions are functioning. There is a unified procedure for the work of state bodies in social networks. Next year, we will focus on the quality of maintaining official pages and motivating community administrators,” said Maksut Shadayev, Minister of Digital Development, Telecommunications and Mass Media of Russia.

The broadcasts of the heads of regions are gaining hundreds of thousands of views

Previously, the Government of the Russian Federation identified platforms for conducting state publics. The main one was the social network VKontakte, whose monthly audience is about 100 million users. VK CEO Vladimir Kiriyenko spoke about the existing content formats and mechanisms for increasing user engagement offered by VKontakte.

VKontakte offers a variety of tools and formats. Everything – to ensure that the content in the official communities is as useful and interesting to everyone as possible. The most popular tools are stories, articles, short videos and live streams. In particular, the broadcasts of the heads of regions are in demand among users and gain hundreds of thousands of views. The next step on which we need to continue working together is to develop a variety of formats and improve the quality of content. For these purposes, we have launched free educational courses for administrators of state public pages from the VKontakte team,” said Vladimir Kiriyenko.

2023 goal is to improve the quality of content

At the regional level, the SDGs, subdivisions of ANO Dialog Regions, are responsible for the implementation of the law on state public bodies. In 2022, we held over 3,000 educational events for community administrators. They took place in both face-to-face and remote formats. Vladimir Tabak, General Director of the Dialog Regions Autonomous Non-Profit Organization, spoke about plans to work with state publics.

“In October, Dialog conducted a sociological study. 51% of social media users read the public pages of authorities and government agencies. It would not be an exaggeration to say that state public spaces are the basic infrastructure of power for working on the Internet. The goal for 2023 is to improve the quality of content. This is a big challenge for us. On average, there are 1,700 publics per region. At the same time, most state institutions do not have the opportunity to hire a separate specialist. Since the fall of this year, on the basis of the SDGs, together with the regions, we have launched a comprehensive system of full-time training and motivation for existing administrators of state publics. We will continue and strengthen this work,” said Vladimir Tabak.

How about us?

In the Ryazan region, authorities, local governments, as well as subordinate institutions have pages on social networks. The total number of subscribers exceeds 600 thousand people, which is more than half of the population of the region.

Work continues on obtaining state marks confirming the verification of the public through the State Services portal. In this direction, the SDG provides assistance to the authorities. In addition, the SDG specialists conduct training seminars on the conduct of state publics. So, one of the last such seminars was organized with specialists responsible for maintaining social networks of institutions of culture, sports, healthcare, education and youth policy. They were told about the general rules for running publics, branding, drawing up a content plan, building feedback with subscribers, and much more.
