Nizhny Tagil was at the bottom of the procurement transparency rating

Nizhny Tagil was in the penultimate 85th position in the National Procurement Transparency Rating for 2022 in the segment of municipal customers. Experts gave the city with the lowest rating in the context of state tenders.

The study showed that the most non-transparent public procurement at the municipal level is carried out in Kostroma, Nizhny Tagil, Maikop, Cherkessk, Saransk, Ussuriysk, Makhachkala, Elista and Anadyr. These cities received the lowest number of points in the ranking.

The leaders in terms of transparency are Khabarovsk, Surgut, Vladivostok, Nizhny Novgorod, Yuzhno-Sakhalinsk, Smolensk, Stavropol, Simferopol, Krasnodar and Yugra. Yekaterinburg took 19th place.

The outsiders among regional customers were Chechnya, Kalmykia, Dagestan, Tula region, Altai, Chukotka Autonomous Okrug, Buryatia and North Ossetia.

The most transparent purchases, according to the study, take place in Moscow, Khanty-Mansi Autonomous Okrug-Yugra, Tambov region, YaNAO, Saratov, Tyumen, Smolensk regions, as well as in Sevastopol. The Sverdlovsk region was in 44th place.

Among federal customers, the most non-transparent public procurement, according to experts, is carried out by Rosavtodor, the Federal Service for Technical and Export Control, Rosstandart, the Federal Service for Military-Technical Cooperation, Rosvodresursy and Rosalkogolregulirovanie.

The most transparent public procurement, in turn, is carried out by Rosstat, the State Courier Service, Rosmolodezh and Rostrud.

“In fact, we have witnessed a global shift and reorientation of processes [с заказчиков] to suppliers and manufacturers. If earlier <...> the customer received a sufficient number of potential suppliers, then the realities of 2022 forced customers to organize their work in such a way as to find at least one supplier that will cover their needs, ”the chairman of the organizing committee of the National Procurement Transparency Rating comments on the results of the rating Viktor Simonenko.

The rating has been compiled by the research center of the same name since 2006. The project is supported by the Federal Antimonopoly Service, the Ministry of Economic Development, the Accounts Chamber, the Chamber of Commerce and Industry, and relevant committees of the State Duma. The goal is to get a complete picture of the state of the economy through studying the volume of the state order market, indicators of the transparency of procedures, the degree of competitiveness of purchases and the economic efficiency of costs of market participants. Research methodology includes includes 40 different criteria. Among them, for example, the average number of suppliers admitted to tenders, the average number of applications submitted, the share of completed and failed purchases, the share of procedures with one application, the share of executed and non-executed contracts, and so on. Data sources: Unified information system in the field of procurement, official websites of customers and questionnaires filled out directly by bidders.
