Ministry of Finance approved 4 billion pesos in future terms to the UNP for contracting vehicles – Colprensa credit

In order to guarantee the rentals that were uninterrupted between December 2023 and July 31, 2026 of better cars, the Ministry of Finance, headed by Ricardo Bonilla, approved the sum of 4 billion pesos in future validity to the National Protection Unit, UNP.

Likewise, the protection and escort entity attached to the Ministry of the Interior of Colombia is preparing for the purchase of 148 own vehicles.

The director of the UNP, Augusto Rodríguez, had stated months ago that the objective with the validity is change the hiring model which guarantees the safety of social leaders and people at risk throughout Colombian territory.

In fact, in the past, Rodríguez denounced alleged cases of corruption in the National Protection Unit, as well as problems with contractors who rent vehicles, with poor quality armor and the alleged “cartelization” of the companies that rent them, among other problems that greatly affect the transparency and security of the entity.

“The Surveillance Superintendence has 22 companies authorized to armor vehicles, of which only ten have participated in these UNP tenders. In the last process, only six were presented. Most of these companies do not own the vehicles, but rather subcontract them. We dream of being rented directly, but, due to budget problems, they don’t dare. So now we will bet on the model of future validity, because this way companies will be interested in having long investments. We want to overcome the drop by drop in terms of vehicles in the country“said the UNP director for the news outlet Change in May 2023.

Through longer-lasting contracts and the parallel acquisition of other vehicles, the aim is to ensure that vehicles are not constantly under repair in workshops and also to gradually reduce the costs of having a rented car. As indicated by Augusto Rodríguez, each vehicle can reach a monthly rental amount between $6,000,000 and $13,000,000; Likewise, the manager explained that approximately 30% of the cars used in the unit would be obsolete.

As indicated by Rodríguez to the previously mentioned media, currently the contracts with which the entity acquires the different vehicles through rental last around six months. This is because there is not enough approved economic budget to sign longer ones.

Therefore, the companies he rents cars from, he thinks, are not the best. Thus, the idea is that using future terms it is possible to guarantee longer-term agreements with better companies, therefore, those 4 billion allocated will serve, precisely, for this approach.

On the other hand, it was learned that the UNP opened the process for the purchase of some 148 armored cars with 65,000 million pesos, which would be added to the 54 that it acquired in August 2023. In this sense, the objective is that increasingly the protection provided to social leaders and people at risk, including victims of the conflict, politicians, judges and others, depends less on the rental of vehicles that are available throughout Colombia. At this moment it rents about 5,300, of which 3,400 are armored.

Finally, the 54 trucks that the UNP purchased in August are not yet working, as they are finishing the armoring process, however, 30 of these already have the necessary protection and are expected to start rolling in the coming months.
