Kindergartens of Nizhny Tagil are provided with junior teachers (if in a simple way – nannies) by 97%, Tatyana Gura, deputy head of the education department of the city hall, reported. Literally until November, these workers received only 18 thousand rubles. With an average salary of an educator of 44 thousand. Only in the fall, having gone through all the bureaucratic obstacles, the officials of Nizhny Tagil managed to increase the salaries of junior staff. While in the form of premiums.
“The head of the city turned to the governor, to the Ministry of Education. And as a result of long considerations, debates in November, the city received 74 million rubles to increase wages. It was recalculated from June 1 in the form of a stimulus payment, we could not recalculate it in any other way. Now, in terms of the whole year, it amounted to 24,700 rubles. Already in December, there was a trend towards an increase in applicants for the position of junior educators, ”Gura shared.
In 2023, indexation is already promised to be officially reflected in the salaries of employees. But on condition that we can get money from the regional budget. According to the Center for Employment of the Population, there are several dozen vacancies for nannies in the database today. The salary for them is still the same – in the range of 17.5-22 thousand.
It is interesting that the worst thing with personnel is in the more prestigious areas of Nizhny Tagil, for example, in Galyanka and in the Center, but they are more willing to find jobs in Krasny Kamen and Tagilstroy. As a result, nannies are forced to split into two children’s groups so as not to disturb their parents and adapt to the requirements of Rospotrebnadzor.
“In fact, the kindergarten is between mutual requirements. On the one hand, if a junior teacher does not work in a group, at the request of Rospotrebnadzor, we must stop activities. There must be two members per group. And on the other hand, we understand the aspirations of our citizens: try to close the group only for the reason that there is no one to work on it. And the administration begins to get out by all available means in order to save the group. And we attract junior educators to work in two groups, ”said Elena Gorodilova, deputy, head of the Radost kindergarten association.
Officials from education tried to raise the prestige of the nanny profession, first calling them assistant educators, and then transferring them to the rank of junior educator. But things didn’t go beyond the name, and now, after all the deductions, the employee can receive an amount that does not reach the minimum wage.
“She will receive 20 thousand, we will remove personal income tax, the cost of food, and she will pay, for example, for her preschool child. And she will have even less minimum wage! <...> We have a lot of workers among junior educators who do not speak Russian. She came with a large family and we need to get settled. But even getting a job is very difficult. Almost 14 thousand costs a medical examination, plus a certificate of no criminal record. She came from Tajikistan – who will issue this certificate to her?” Gorodilova continued.
Now there are enough support measures for teachers, but they do not apply to junior educators. For example, compensation for health improvement or nutrition, the director of school No. 32, deputy Galina Maslikova, joined the discussion. An increase in salary is a step forward, but we need to think about other help.
“Without this person, it is impossible to work in the system of preschool education. The nanny does the work that mom does at home!” the MP said.
Her colleague Irina Artamonova, who oversees personnel at UVZ, said that today’s salary for nannies is “a threshold of survival”, at which the most elementary people can hardly provide for themselves. And until a person stops thinking about something other than bread, you can hardly lure him into education.
