Samuel García Sepúlveda confirmed that he is seriously analyzing running for the presidency of the Republic in 2024 under the colors of Citizen movement (MC), but he still must meet some requirements to be able to leave the governorship of New Lion.

“I am seriously analyzing the possibility of competing to be president of the country, because I see the urgent need to build something new for Mexico. To participate I need to meet legal requirements. The license application is one of them,” said the Neolonian.

Samuel García highlighted that once the conditions exist he will make a decision jointly with Mariana Rodriguezhis wife and possible candidate for the Senate of the Republic, also for the Citizen Movement.

This day, the Congress of Nuevo León accepted for processing, as an urgent matter, Samuel García’s request for a license to separate himself from the position of governor for six months.

The intention is to register as a presidential pre-candidate for MC on November 3 and as of December 1, leave the governorship of Neolonese, and leave Javier Navarro Velasco, current Secretary of Government, as office manager.

However, the local congressional customs could represent a serious risk for the governor, since his party does not have a majority and the opposition parties could deny him a license for half a year.

According to article 122 of the Constitution of Nuevo León, “if the license is for more than thirty calendar days or in case of duly proven impediment of the Governor, the State Congress or the Permanent Deputation, if applicable, will appoint the citizen to be temporarily in charge of the Executive Branch.”

This means that the office of the state government could remain with the person designated by the deputies and not Samuel García himself.

The NL Congress is made up of 42 legislators, and currently PAN and PRI hold a combined 28 seats, while Movimiento Ciudadano only has 11. Even if Morena and the Green Party give their support to García Sepúlveda, they would only gather 14 votes in favor of the young presidential candidate.

Samuel García has been in charge of the governorship of Nuevo León for barely two years and the law allows him a maximum license of six months, a period in which he intends to run a presidential campaign.

If his license is approved in the terms he requested, Samuel García will have the deadline to return to office on June 2, the date of the 2024 presidential election, otherwise, Congress will appoint an interim and call for extraordinary elections.

“In case of absolute absence or perpetual impediment of the Governor within the first three years of the respective period, the State Congress will appoint, by secret ballot and by absolute majority of votes, an interim Governor. “The same Congress will launch the call for elections for a substitute Governor,” it is established in Article 123 of the local Constitution.

Furthermore, for a few months there has been a debate about the power of legislators to appoint the governor’s substitute, in the event that he is absent from office for more than a month, while Samuel García’s team insists that he has the power to designate the person who must cover you in your absence.

From the national leaders of the PRI and PAN, led by Alito Moreno and Marko Cortés, they warned that the deputies of their benches in the local Congress will not give their endorsement to Samuel García’s license because he intends to serve as an ally. of President Andrés Manuel López Obrador and fragment the opposition vote in 2024, which will help Morena win the presidential election.

According to the PAN and the PRI, Samuel García knows that he would not win the presidential election and would only do “the dirty work” for Morena by dispersing the vote against that party.

Mauro Guerra, president of the board of directors, declared that he cannot anticipate what the result of the Plenary vote will be, nor the profile that the interim position will cover if García Sepúlveda is temporarily absent.

“As the Legislative Branch we are going to comply with the law, we are going to follow up on this request, and a very precise analysis will have to be done to guarantee that the law is complied with and that the process is carried out correctly,” said the deputy of the BREAD.
